In a construction project, the community enters into a legally binding contract with the government and the construction company. This CBA can outline key mandatory elements that support community improvements, in addition to the actual construction project. This could include hiring locally for the project, skills training, and investment in much needed community assets. The CBA could also include that a percentage of the purchases for the project, such as materials, services, and goods, be purchased from local businesses. If the project will lead to the displacement of residents, the CBA could include the development of affordable housing.
