UPenn provides incentives to larger suppliers, such as longer-term agreements, if they partner with local companies to fulfill the requirements of the contract. Local procurement has grown from $3.4 million annually (1986-1991) to $96 million (2008-2012). Telrose, a local supplier that has the support of a local business incubator, has been taking over more and more of Office Depot’s contract with UPenn as the years have progressed. This has equated to a current state where Office Depot only supplies the materials while Telrose handles everything else outlined in the contract with UPenn.
