In 1994, Miami Dade College (MDC) created the Office of Minority and Small Business Enterprise to improve access to its availability of procurement contracts to small businesses. They have also created incentives to encourage that non-competitive contracts and subcontracting is targeted to small businesses. They also host reverse trade shows where the procurement department pitches contracts to small businesses. These strategies have resulted in small businesses obtaining 20% to 27% of the total available procurement contracts at MDC.
